With the global regulatory framework for maritime decarbonization evolving, attention is increasingly shifting towards implementation. The adoption of the IMO's 2023 GHG Strategy established a clear direction for international shipping, while the IMO Net-Zero Framework represents a further step towards translating this ambition into a regulatory framework. The implementation question is now as important as the direction of ravel: how can investment decisions, infrastructure deployment and operational change advance while the framework continues to evolve? This meeting builds directly on the work of the Blue Decarbonization Task Force (BDTF), convened by the UN Global Compact Network Portugal over the last 12 months as a multistakeholder platform bringing together shipping, ports, energy, finance, technology, experts and public entities. Rather than approaching decarbonization as a single-sector challenge, the BDTF examined the conditions required to move from ambition to implementation across the maritime value chain.
